Yes it's a black rock, quite different from the rest of the rocks of the stairs... I think it's called yamshila, we are supposed to stamp on it while entering the temple. All our sins will be gone after visiting the God, hence while going back home, you are not supposed to stamp on the yamshila, if you stamp on it while returning all your sins will come back to you or so.... This stone is on the stairs when you enter through the singha dwar or the Main entrance of the Jagannath temple at Puri. Nice to see somebody say this on youtube. Hare Krishna pranams.
