He's avoiding the issue of disarmament which is key. He wants to release all living and dead hostages in exchange for Israel to walk away from gaza and allow hamas to remain in power. Israel has vow never to allow this. He wants a palestinian civilian administration to rule gaza while hamas keeps it arm. That doesn't make any logical sense and it's no brainer to know that hamas would remain in authority as the defacto leader using the civilian administration as a cover.
