The concept for a story where world leaders and military generals were gradually replaced by shapeshifters would be a very interesting action-horror, and then slowly becomes an apocalyptic horror. I think there's actually a horror story series already based on that concept... "The Mandela Catalogue". Basically a race of shapeshifters and similar entities that hunt and replace people.
