IMO If India hosts the olympics it would really be embarrassing to have such a low medal tally, we would go down as the hosts with the lowest medal tally.

Host it, and improve infrastructure in a few cities. It will be costly, but why not? Don't need to worry about trying to bring a bunch of medals, just get a good venue going and clean up the city for the world to see. It will boost tourism. 
Again, the only issue is that it is costly, thats why lots of countries don't want to host it anymore. So, with that in mind, see if you can get a way to not pay as much, as there is only a few contenders.

My suggestion would be to develop such Olympic scale sports facilities in five other cities of India namely Bhubaneshwar, Madhurai, Nagpur, Dehradun and Tezpur.
