I don't think luna 25 was rushed as u mentioned it was planned well ahead of chandrayan 3 and it faced many issues due to sanctions and got delayed russia did it's best irrespective of the huge setbacks I am sure they will also learn from their mistakes like us and will launch a successful mission soon.
