The fact is The Afghans defeated the Monghol Empire in India (Khilji Dynasty), they defeated and conquered the Safavid Capital (Hotaki empire) and alsi defeated the mughal and sackes their capital delhi (Durrani Empire). For the Islamic Conquest, Afghanistan was essentially converted through trades because the afghans fought few battles

The most stable time in Afghanistan's history was the 4 years leading to the withdrawal. For the first time in their history, 2-3 generations of women had education and rights and basic freedoms.

So Afghanistan is difficult for the terrain and tribalism. Not Islam. Rather, Islam did conquer Afghanistan, and is the only entity to control Afghanistan per se.
