When Yae Miko said Scaramouche is stronger than signora because he is ranked above her, she places a misconception in our heads that fatui harbingers are ranked according to their strength.

That didn't feel right, are the fatui harbingers that simple?

So, once you look closely you start to see that it's not the case. Even between Childe and Signora, Childe is still much stronger than Signora. But if you don't look closely it doesn't look like Signora is weeker.
